'sudo' asks for the user password, not the root password.

You can configure sudo to run with no password either, and you can also 
lock down sudo so that it only allows that user to run that one command.

But back to your original question -- technially, all network 
configuration requires the ADMIN capability, usually only available to 
root.  Your distro network scripts use some setuid trickery to work 
around this so mere users can up/down network interfaces, but not 
configure them directly.
